Understanding Home Care Packages in Australia: A Complete Guide

Home Care Packages provide government-subsidised support for older Australians to live independently at home. Here's everything you need to know about the four levels, how to apply, and what's covered.

Home Care Packages (HCPs) are one of the most important funding streams available to older Australians who want to remain living independently at home. Administered through My Aged Care, they provide a government-subsidised budget that can be used to purchase a wide range of in-home support services.

There are four levels of Home Care Packages, each designed to meet different levels of care need. Level 1 supports basic care needs, Level 2 supports low-level care needs, Level 3 supports intermediate care needs, and Level 4 supports high-level care needs. The annual subsidy ranges from approximately $10,000 for Level 1 to over $60,000 for Level 4.

To access a Home Care Package, you first need to register with My Aged Care (1800 200 422) and undergo an assessment by an Aged Care Assessment Team (ACAT). The assessment determines your eligibility and the level of package you are approved for.

Once approved, you will be placed on a national queue and assigned a package when one becomes available. Wait times can vary, but the government has been working to reduce them. In the meantime, you may be eligible for interim support through the Commonwealth Home Support Programme (CHSP).

When you receive your package, you choose a home care provider — like Central Home Care — to manage your funds and deliver your services. You have the right to direct your own care, choose your services, and change providers if you wish. Your provider will work with you to develop a personalised care plan that reflects your goals and preferences.

Services that can be funded through a Home Care Package include personal care, domestic assistance, nursing, allied health, transport, meal preparation, social support, and care management. The package cannot be used for accommodation costs, food, or items that are not related to your care needs.
